Are construction works within households allowed to continue? 

Construction works carried out within households are allowed to continue. However, if there are people residing within the household where works are being carried out, there should not be more than 5 workers allowed per day during the Transition Phase from 22 November 2021. This is in line with MOH’s press release dated 20 November 2021 on the maximum of 5 distinct visitors per household per day, to reduce the amount of person-to-person interactions. 

However, if the premises is vacant (i.e. no one living in the premises), the number of workers and  allowable works are subject to MOM’s current safe management measures (https://www.mom.gov.sg/covid-19/requirements-for-safe-management-measures).

Are there any changes to construction site requirements? 

Please refer to the updated worksite requirements on shared facilities in BCA’s circular on the Revised Approach to Manage Construction Worksites Visited by COVID-19 Positive Cases, issued on 30 September 2021. We seek the cooperation of the industry to keep tighter control over the construction site SMM to minimise the risk of transmission and resurgence of COVID-19 cases.

Are the workers allowed to be cross deployed to multiple sites? 

If cross deployment cannot be avoided (e.g. due to the nature of the job), additional safeguards, which are already stipulated in the existing COVID-safe worksite requirements, should be taken to minimise the risk of cross-infection. These include:

  1. Different Visual Identifiers to be worn at all time while on-site;
  2. Close Monitoring by site SMO;
  3. Separate common facilities meant; and
  4. Briefing on enhanced SMM
