BCA seeks public feedback on the review of the Building Maintenance and Strata Management Act

Singapore, 26 April 2012 - The Building and Construction Authority (BCA) is conducting a public consultation on the review of the Building Maintenance and Strata Management Act (BMSMA).

The BMSMA came into operation on 1 April 2005, integrating part of the Land Titles (Strata) Act (LTSA) and the former Buildings and Common Property (Maintenance and Management) Act (BCPA). It provides a legal framework for the management and maintenance of strata properties, and spells out the duties and obligations among the different stakeholders such as Subsidiary Proprietors, Management Councils and the Managing Agents. The provisions of the BMSMA empower the management corporations (MCST) of strata properties to make decisions relating to the maintenance and management of their properties.

The review of the BMSMA is part of BCA's ongoing process of conducting regular reviews of its rules and regulations. It is aimed at improving existing provisions in the BMSMA for better transparency and governance, as well as removing ambiguities to provide greater clarity to existing provisions.

The public consultation, which will be carried out by an independent third party consulting firm, Frost & Sullivan, will include an online survey as well as face-to-face interviews. The public consultation exercise will last four weeks, from 27 April - 25 May 2012.

Members of the public and stakeholders are invited to participate in this consultation via BCA's website and REACH's website. Relevant inputs and feedback arising from the consultation exercise would be taken into consideration in the review of the BMSMA, which is expected to be completed by end 2012.
