The Building Maintenance and Strata Management Act (BMSMA) provides a framework for management corporations (MCSTs) to self-govern their estates. An MCST may engage a managing agent (MA) through a private service agreement to help in the day-to-day management and maintenance of the estate. Notwithstanding this, subsidiary proprietors (SP) must take an active interest in the running of their estates. This begins with attending general meetings to discuss matters affecting the MCST and reviewing the performance of the managing agent as well as electing council members who are able to best represent the MCST's interests.
We agree that managing agents should maintain a high level of professionalism and service standards. To ensure that managing agents meet the expectations of MCSTs, the MCST should set out specific service requirements, key performance indicators and standards clearly in the service agreement signed between each MCST and its appointed managing agent.
To raise the competencies of managing agents, BCA is working with the Association of Property and Facility Managers and the Association of Strata Managers to enhance and recognise their accreditation schemes for managing agents. More details will be announced when ready.
