Man-Year Entitlement (MYE) Refunds for Firms

What is it about?

BCA and the Ministry of Manpower (MOM) have worked together with the Singapore Contractors Association (SCAL) on a temporary scheme to allow refunds of unutilised1 Man-Year Entitlements (MYEs) to firms whose work have been disrupted by COVID-19.

Firms have the flexibility to use the refunded MYE within 1 year from the date of refund to hire new workers under MYE or renew the work passes of existing workers. This relief measure will be available for a period of six months starting from 1 April 2020 to 30 Sep 2020. 

1Unutilised MYE refers to workers already brought in using Prior Approvals and the workers did not complete their full work permit term due to COVID-19 supply chain disruptions or unable to return to Singapore due to travel restrictions.

Who can apply?

Affected firms can apply to BCA for the MYE refund.


How does it work?

Applications related to lack of necessary materials:
For applications related to lack of necessary materials for MYE workers to commence work due to supply chain disruption, the firm can apply with relevant documentary proof that the workers were involved in the project disrupted due to COVID-19 and the details of the affected work pass holders hired on MYE. 

Applications related to MYE workers who are unable to return to Singapore:
For applications related to MYE workers who are unable to return to Singapore due to travel restrictions arising from COVID-19, the firm only needs to declare the details of affected work pass holders hired on MYE and the agencies will check against the workers’ exit records to process the application. 

The application of MYE refunds will be summative for the firm in each application and will be rounded to a full year MYE if the aggregated number of months of MYEs to be refunded is 9 months or more. If the aggregated number is less than 9 months, the MYE refund will not be granted.

2More processing time will be required if information or documentary proof is lacking in the application
3Please log on to WPOL to check on the refunded MYE using the new PA number. The firm will be notified of the new PA number via email once the application is successful.
