The $63-million BCA Green Mark Incentive Scheme for Existing Buildings (GMIS-EB 2.0) was launched on 30 June 2022 as part of the Singapore Green Building Masterplan (SGBMP) to raise the energy performance of existing buildings and step up the pace to green 80% of Singapore’s building stock by 2030. The GMIS-EB 2.0 supports building owners in the upgrading of their properties to attain higher energy performance through lowering upfront capital costs for energy efficiency retrofits and improving returns on investment.
The GMIS-EB 2.0 will be available until funds are fully committed or until 31 March 2027, whichever is earlier.
How the GMIS-EB 2.0 works
Funding support for the GMIS-EB 2.0 is outcome-based. The GMIS-EB 2.0 rewards buildings for reducing carbon emissions through Energy Improvement Works (EIWs).
Incentives are offered according to the Green Mark certification level each building achieves, making participation in the green mark scheme beneficial for both business and the environment.
Funding factors and caps for projects achieving Green Mark Platinum, Super Low Energy (SLE), or Zero Energy (ZE) certification levels.

Eligibility for GMIS-EB 2.0
The GMIS-EB 2.0 is available to privately-owned existing buildings in Singapore with a gross floor area (GFA) of at least 5,000 sqm. Eligible building types include:
Commercial and institutional developments (e.g. hotels, offices, retail buildings, healthcare facilities, community institutions);
Light industrial buildings*
Residential buildings, only including energy savings from common areas/services.
*Only applicable to light industrial buildings where the company’s business activity is classified under building sector Singapore Standard Industrial Classification (SSIC) codes, beginning with 41-43, 46-47, 55-56, 59-62, 64-66, 68-75, 77-82, 84-88, 90-97 and 99. Energy savings from manufacturing, industrial and commercial processes shall be excluded from the energy savings calculation.
The GMIS-EB 2.0 application process
All submissions must be made via FormSG using a corporate entity login with Singpass (details on the submission format can also be found in the FormSG link). Before starting any Energy Improvement Works, applicants must first receive the GMIS-EB 2.0 Letter of Acceptance from BCA. Required documents for GMIS-EB 2.0 scheme application
Required supporting documents includes:
Accounting & Corporate Regulatory Authority (ACRA) business profile of Applicant (Building Owner)
Certified true copy of the building's Title Deed or Strata Title Deed
Only an officer listed as a Director in the business profile of the Applicant (Developer/Building Owner) (i.e. Registered Officer) can submit the Application on behalf of the Applicant. Where the officer submitting the Application is not a Registered Officer, authorization from the Registered Officer must be granted for such officer to submit the Application on behalf of him/her. Please refer to the template "Authorisation Request Template" below
Project schedule, including the projected commencement and completion dates of the physical on site works in relation to the carrying out of the Energy Improvement Works (EIWs) at the development
Retrofit Proposal, endorsed by a third-party Qualified Professional. Please refer to the template "Retrofit Proposal and Report Template" below
Certification showing the qualification of the Qualified Professional (Professional Engineer in Mechanical or Electrical Engineering, Registered Energy Auditor with BCA, or Green Mark Advanced Accredited Professional)
Relevant sections of the contract document detailing the works and costs involved for the EIWs
