Overseas Trade Testing

All new construction work permit holders must demonstrate their competency through the Skills Evaluation Certificate (SEC[K]) before beginning work in Singapore. This mandatory certification validates that foreign workers have the essential trade knowledge and practical skills required for safe, quality construction work. Ready to register your workers for overseas testing? Learn about the registration process and requirements here.

Accelerated Learning Programme (ALP)

Streamline the entry process for skilled Malaysian and North Asian workers through this enhanced pathway. The ALP combines practical assessment with streamlined certification, helping you secure higher-skilled workers faster whilst ensuring they meet Singapore's quality standards. Interested in using ALP for your recruitment needs? Contact BCA Approved Training and Testing Centres to get started.

Alternative Entry Pathway (AEP) and Foreign Worker Job Matching (FWJM) Programme

The AEP empowers employers to take greater ownership over the recruitment process. It lets firms bring in higher-quality workers with the skill sets their projects demand. These pilot programmes connect you directly with higher skilled workers, reducing training time and improving job-role matching for better productivity outcomes. Want to participate in AEP or FWJM pilots? Explore available programmes and application requirements.

Temporary Relaxation of Licence Registration for Foreign Crane Operators

Access experienced crane and hoist operators to meet your project's lifting requirements through this specialised scheme. If you need skilled operators with prior crane operation experience in Singapore, this pathway can help bridge critical capability gaps in your operations. Need to employ foreign crane operators? Review the eligibility criteria and application process.

Off-site Levy Scheme (OLS)

This scheme encourages firms to transition to more productive, technology-enabled construction methods by rewarding those operating advanced manufacturing facilities with lower levy rates. Check if your facility qualifies for OLS benefits.

Pre-Departure Preparatory Programme (PDPP)

This health and safety programme for Construction, Marine, and Process workers was fully phased out in July 2022 following the end of COVID-19 restrictions. Need assistance? Contact BCA for more guidance on foreign manpower schemes. For work permit applications and general manpower matters, visit the Ministry of Manpower website or call their hotline at +65 6438 5122.
