What is the Accelerated Learning Programme?
The Accelerated Learning Programme (ALP) is an additional pathway for Work Permit Holders (WPHs) from Malaysia and North Asian Source (NAS) countries to become skilled tradesmen in Singapore. Introduced on 7 February 2022 by BCA and the Ministry of Manpower (MOM), the ALP helps Built Environment firms bring in qualified foreign workers who meet Singapore's construction industry standards.
How does the ALP work?
The ALP consists of two components designed to assess and validate construction workers' competency:
Training Component
Duration: 1-day training course
Purpose: Prepares workers for the practical assessment
Assessment Component
Duration: 4 to 5 hours to complete
Format: End-of-course validation through practical testing
Assessment Focus: Evaluates construction workers' craft-skills to ensure competency and ability to meet required quality standards of a skilled tradesman
Where can workers take the ALP?
The end-of-course validation for the Accelerated Learning Programme is offered at BCA Approved Training and Testing Centres (ATTCs) across Singapore.

Who is eligible for the ALP?
The ALP is specifically designed for:
Malaysian construction Work Permit Holders
North Asian Source (NAS) construction Work Permit Holders
North Asian Source countries include Hong Kong, Macau, South Korea, and Taiwan.

BCA and MOM continue to recognise existing certifications for Malaysian and NAS WPHs. Recognised certificates include:

Important note: Malaysian and NAS WPHs who already hold a valid SEC(K) certificate or equivalent are not required to obtain the new end-of-course validation under the ALP. The ALP serves as an additional pathway only.
Enhanced Direct R1 Upgrading Pathway
Since 1 January 2022, the Direct R1 pathway has been enhanced specifically for Malaysian and NAS Construction WPHs. Under this enhanced pathway, workers from these sources can be upgraded to R1 (Higher-skilled) status after passing the ALP end-of-course validation, provided they earn a minimum fixed salary of $1,600 per month.
This enhancement provides firms with greater flexibility in upgrading their skilled foreign workforce and recognises the competency demonstrated through the ALP validation process.

Getting started
If you're a Built Environment firm interested in utilising the ALP for your foreign workers:
Identify eligible workers from Malaysia or North Asian Source countries.
Contact an approved ATTC offering the relevant trade validation.
Register workers for the 1-day training course and end-of-course validation.
Ensure compliance with minimum salary requirements if pursuing Direct R1 upgrading.
