The Pre-Departure Preparatory Programme (PDPP) was a critical multi-agency initiative introduced during the COVID-19 pandemic. This comprehensive programme integrated overseas testing and isolation protocols with Singapore's on-arrival testing and Stay-Home-Notice (SHN) procedures.
The programme ensured construction, marine, and process sectors could maintain sufficient manpower during the crucial period when traditional border controls were significantly tightened due to health and safety concerns.
