What is the Skills Framework for Built Environment?

The BE Skills Framework is developed by BCA, SkillsFuture Singapore, and Workforce Singapore, together with employers, unions, and training providers. It is a common skills language for the whole sector, helping everyone—employers, employees, and trainers—understand job roles, career paths, and the skills needed for success.

The framework also supports the Built Environment Industry Transformation Map (ITM), making sure the sector has the talent it needs for tomorrow’s challenges and opportunities.

Who is the BE Skills Framework for?

The BE Skills Framework can be used by:

  • Built Environment professionals at all career stages, from new entrants to experienced leaders.

  • BE firms looking to upskill staff, attract talent, and stay competitive.

The framework gives everyone a common approach for hiring, training, accreditation, and career planning across the BE sector. It is essential for talent attraction, development, and retention as the industry transforms.

Accreditation Framework

Procurers (i.e. Government Procuring Entities or Private Developers) can specify requirements for personnel with relevant skillsets or be able to better differentiate them during tender evaluation, when procuring built environment-related services. What information does the BE Skills Framework offer?

  • Sector overview: Key facts, trends, and workforce profiles.

  • Career map and pathways: Eight career tracks with 49 job roles, showing clear steps for career progression—both upwards and sideways (more information is available in the Career Map and Pathways).

  • Skills and competencies: Details on both traditional and emerging skills such as:

    • Computational Design – The use of programming and computational strategies for design processes to enable design automation and optimisation.

    • Green Building Strategy Implementation – Formulation of environmental sustainability plans throughout the building lifecycle through the development, implementation and review of sustainability strategies to enhance environmental performance.

    • Design for Manufacturing and Assembly (DfMA) – Application of DfMA principles throughout the construction project lifecycle to ensure effectiveness, safety and economies of scale for manufacturing and assembly.

    • Design for Maintainability (DfM) – Application of DfM principles throughout the project lifecycle to ensure effectiveness, safety and economies of scale for maintenance tasks.

    • Integrated Digital Delivery (IDD) Application - Driving the adoption, integration and implementation of IDD technologies to manage projects and building life-cycle efficiently from digital design, digital fabrication and digital construction to digital asset delivery and management.

    • Smart Facilities Management – Integration of digital technologies and smart automation into facility operations and maintenance to optimise efficiency and performance.
