What is the FM Registry?
The Facilities Management (FM) Registry, established on 1 January 2024, is a registry of firms eligible to provide FM services for the public sector in Singapore.
Who should apply?
Firms must be registered in the FM Registry if they intend to tender for or undertake the provision of FM services for the public sector in Singapore.
Understanding how FM Registry works
There are a total of four workheads under the FM registry. Each workhead has distinct Specific Registration Requirements (SRR) [PDF, 237 KB], covering financial, track record, personnel and other requirements (e.g. certifications). Firms may choose to apply for the workhead(s) relevant to the field of work they undertake.

Step 1: Pre-application preparation
Before submitting, ensure you have:
Read and understood the FM Registry Guidelines [PDF, 174 KB].
Reviewed Terms of Registration [PDF, 204 KB].
Identified appropriate workhead using Specific Registration Requirements.
Step 2: Document preparation
1. Company information & financial requirements:
Prepare these essential documents:
Recent ACRA BizFile (not more than one month old)
Latest management accounts (P&L and Balance Sheet) signed by Director for M3, M4, L1 grades (not more than 12 months old) or latest audited accounts for all other grades (not more than 12 months old)
2. Personnel requirements:
Use the personnel eligibility checker to verify your staff qualifications meet the requirements. Prepare these essential documents:
NRIC/S Pass/Employment Pass
Latest CPF Form 90 for local/PR employees
A recent screenshot of the SGWorkpass profile clearly showing the employer and work pass expiry date for foreign personnel
Relevant education certificates (in English or officially translated)
Required professional licences (if required in the SRR)
3. Track Record Requirements:
Prepare these essential documents for each track record:
For ongoing projects
Letter of Award / Contract Agreement / PO / Works Order / Quotation, where applicable
For completed projects
Letter of Award / Contract Agreement / PO / Works Order / Quotation
Certificate of Substantial Completion
Final Statement of Account
Step 3: Creating Online Submission via eBACS
Access BCA’s Electronic Builders Licensing and Companies Registration Systems (eBACS) portal.

Updating firms’ information and particulars
Registered firms can update their firm’s particulars during their registration validity period through the below platforms:

Company Information (e.g. address, contact details) | Login to BCA eBACS portal (https://www.bca.gov.sg/eBACS) and navigate to Company Information page. |
Financial information | For higher grade firms (e.g. those registered under FM01 M1 grade), submit your latest audited accounts via the online submission portal |
Track Record | Log in to BCA eBACS portal (https://www.bca.gov.sg/eBACS). Hover your mouse over "My Application" on the top menu and select “Update Track Records Request”. |
Technical personnel | Submit your request via https://go.gov.sg/bcapersonnelupdate to:
Singpass login by the technical personnel is required. |
To resign one or more personnel from your company’s personnel records, submit your request via https://go.gov.sg/crs-bls-update-director-and-resigned-personnel. |
