Singapore prepares for a fast ageing population and build an inclusive society. While the needs of persons with disabilities remain the primary focus in our Code reviews, this 2013 Code places greater emphasis on universal design concepts and provisions that will benefit a wider spectrum of people, including parents with infants, the young and older persons.

The “Code of Accessibility in the Built Environment 2007” initiated the extension of the accessibility requirements of the earlier BFA Codes beyond the confine of the building to cover the whole built environment. In addition, more mandatory requirements on elder-friendly features are incorporated.

BFA Code was originally written with the needs of wheelchair users in mind. 2002 Code went beyond mere wheelchair-users’ requirements to include basic requirements of persons with other forms of physical limitations but who are not wheelchair bound. This is so that they are also able to access buildings, make use of their facilities and participate in activities as an integral part of the community just like any other person.

The 1995 BFA Code is a comprehensive review on the 1990 Code with a view to update and fine-tune the provisions and technical requirements to better suit our local conditions. The Code is on-par with code requirements of other countries for persons with disabilities.

Before the Building Control Act 1989 and Building Regulations 1989 came into force, few buildings in Singapore were designed with provisions to serve the older persons and wheelchair users. This 1990 BFA Code was drawn up to assist the developers, architects and engineers in planning and designing the various facilities in their building projects.
