An IDD Case Study: PSA Tuas Port Maintenance Base

As PSA moves onward in its decarbonisation journey, the upcoming PSA Tuas Port Maintenance Base is set to be an excellent example of an Integrated Digital Delivery (IDD) approach. Various digital solutions will be used throughout the project cycle saving time and cost. This project will serve as a live demonstration for other built environment sector firms embarking on their go digital plan.

Tuas Port Maintenance Base will consist of eight buildings that will serve the various aspects of maintaining port facilities. One of them is the six-storey Administrative Building, which will be the first major building and is targeted to achieve the Super Low Energy Building (SLEB) rating. The building will house an operations centre, which will manage all terminal operations for Phase 1 of Tuas Port, as well as a canteen, an engineering office and briefing rooms. Ready in the fourth quarter of 2020, the building is expected to be a net zero energy building following the installation of solar panels, with projected energy savings of 58% compared to a standard Green Mark building.

The construction of Tuas Port will implement advanced info-communication technologies and smart technologies to integrate processes and stakeholders throughout all phases of port operations. A single source of information accessible to all will work towards streamlining workflows and enhancing collaboration, enabling better and smarter building outcomes.

During Tuas Port’s design stage, key IDD technologies such as Virtual Reality (VR) and Virtual Design and Construction (VDC) will enable multi-location and multi-user coordination across all project teams in one virtual collaboration space.

A cornerstone component of VDC, Building Information Modelling (BIM), will be used during the construction stage to help teams review and analyse their project wherever they are. A BIM-based project management software will allow teams to upload their respective BIM models to form an integrated 3D model of the project on a secured cloud-platform, enabling seamless collaboration from multiple platforms.

The project will further integrate the building’s BIM data into an asset management system. In a speech at the BCA-REDAS Built Environment and Property Prospects Seminar 2020, Mr Zaqy Mohamad, Minister of State for National Development and Manpower singled out the new port project as an example to benefit from IDD. He said: “At the PSA Tuas Port Maintenance Base, which is currently under construction, the project team will be integrating the building’s BIM data into an asset management system. This will allow the future Facilities Management (FM) team to plan and execute building maintenance work with 20% efficiency improvement.”

Tuas Port Maintenance Base will reap in the benefits of an integrated digital delivery approach through the use of digital solutions, technologies and platforms such as:

• VDC coordination in virtual reality

• Integrated and automated DfMA approach

• BIM based project management

• Defects management platform

• Safety management toolbox meeting / permit to work / WHS inspection

• Integrated digital assets delivery and management

The Tuas terminal operations are expected to begin at the first phase in 2021.
