More opportunities with collaborative bidding

In line with the Construction Industry Transformation Map (ITM) to build an advanced and integrated building sector, the Building and Construction Authority (BCA) has introduced a collaborative bidding system for the procurement of construction-related consultancy services. The system has been in effect since 1 October 2019 for all Expression of Interest (EOI) exercises. EOI is an exercise for firms to express their interest to tender for projects.

With the collaborative bidding system, Public Sector Panels of Consultants (PSPC)-registered firms within the same discipline may pool their resources together to be eligible to tender for projects beyond their individual panels’ tendering limits. This allows smaller firms to gain exposure and experience working on higher value projects that would not have been otherwise possible if they were bidding alone. All firms within the consortium will be able to use the completed project as their track record for future tenders.This enhancement aims to use public sector consultancy projects as a platform to build up capabilities and facilitate collaboration among firms with complementary competencies, creating a wider pool of competent firms in the construction sector.

Procedures for firms bidding collectively

Each consortium, made up by two or more firms, will have to meet the PSPC registration requirements of the panel stated in tenders. Instead of registering the consortium as a business entity, which can be cumbersome and costly, the consortium will only have to submit arequestto BCA (bca_pspc@bca.gov.sg) for a verification of eligibility five days prior to the EOI closure. The consortium may be required to supplement information that is not available on each individual firm’s PSPC registration. No processing fee is required. Verified consortia will then be eligible to participate in the EOI exercise.
