Basic Accessibility Legislation
Accessibility is important to foster inclusivity and empowering all individuals to navigate spaces with independence. This Basic Accessibility Legislation reinforces Singapore's commitment to an accessible Built Environment.
Overview of the Legislation
To improve accessibility for existing non barrier-free buildings, the Building Control Act was amended in March 2020. It requires owners of existing buildings undergoing addition and alteration (A&A) works to carry out works to put in place basic accessibility features. These minimum requirements would support independent and safe access for Persons with Disabilities (PwDs) in buildings.
The basic accessibility features include:
A wheelchair-accessible entrance
At least one wheelchair-accessible toilet; and
A barrier-free route on the entrance level and connecting the wheelchair-accessible entrance and toilet
Buildings that are affected
The legislation applies to existing buildings that meet the following criteria:
Currently non barrier-free
Have a Gross Floor Area (GFA) of more than 500 m²; and
Not exclusively used as residences or factories

BE firms
Design consultants
Accessibility solution providers
Regulatory agencies managing design upgrades or compliance reviews

Basic Accessibility Compliance process
Understanding the Basic Accessibility Legislation process, including compliance checks and potential enforcement, is crucial. Follow this step-by-step guide:
Addition & Alteration (A&A) works initiated
A&A works are proposed for an existing non-barrier-free building.Qualified Person (QP) prepares and submits plans
The appointed QP submits the building plans to the Building and Construction Authority (BCA) for approval.BCA reviews the submission
BCA checks if the proposed works comply with Basic Accessibility Requirements.If plans comply
BCA approves the plans if all other relevant Building Control regulations are also met.If plans do not comply
BCA issues a Notice to Provide Basic Accessibility Features to the building owner.Plans to be submitted for Basic Accessibility Works
The building owner engages a QP to submits them to BCA for approval.
