The Lodgment Scheme

The Lodgment Scheme is a pro-enterprise initiative that aims to simplify regulatory plan approval processes for building works that are identified to be less complex and of lower risk.

For such projects, Qualified Persons (QPs) may opt to lodge their plans with the Commissioner of Building Control (CBC) along with their required declarations and supporting documents. Qualifed Persons (QPs) who lodge their plans with the Commissioner of Building Control (CBC) will receive an acknowledgment via CORENET X and the plans will be deemed approved by the CBC.

What kind of plans can be lodged?

The following plans and documents can be lodged:

  1. Building plans

  2. Detailed structural plans and design calculations

  3. Site formation plans and pile layout plans

  4. Civil defence shelter plans

  5. Demolition works plans

What types of works qualify?

The lodgment scheme only applies to building works specified in the Ninth Schedule of the Building Control Regulations. The examples below are illustrative only. Please refer to the Ninth Schedule for the full list of qualifying works.

  1. Any single storey detached non-residential building, if —

    1. the span of beam or roof trusses does not exceed 6 metres;

    2. the span of any cantilever does not exceed 3 metres;

    3. the height of the building does not exceed 6 metres; and

    4. the building works do not involve any excavation works exceeding 2 metres in depth.

  2. Foundation and supporting frames for gantry cranes, overhead cranes, jib cranes or monorail hoists that are independently supported, if —

    1. the span of frame between 2 supports does not exceed 6 metres; and

    2. the span of any cantilever supporting frame does not exceed 3 metres.

  3. Any single-level platform if:Any single level platform, if —

    1. the span of frame between two supports does not exceed 6 metres;

    2. the span of any cantilever does not exceed 3 metres;

    3. the height of the platform above the adjoining ground or floor level does not exceed 4 metres; and

    4. the area of the platform does not exceed 100 square metres.

  1. Any staircase, ladder or similar device that is used solely for providing access to the single level platform described in item 3.

  2. Replacement or reinstatement of a safety barrier integrated with a window in any detached house, semi-detached house, terraced or linked house for residential purposes that has 3 storeys or less.

  3. Installation, replacement or reinstatement of any glass panel, if —

    1. the glass panel is located at a height of 2.4 metres or more;

    2. the glass panel is not installed as part of an exterior feature of any building; and

    3. the glass panel is not used as a safety barrier against falling from a height.

How to submit

Lodgment applications are to be made via the CORENET X submission portal. QPs can refer to CORENET X for more information on the submission procedure.

Responsibilities and compliance

The statutory responsibilities of the developers, QPs, builders, and site supervisors under the Building Control Act and Regulations remain unchanged. 

The CBC may conduct audits on the lodged plans at any time and issue written directions in respect of any non-compliances with the Building Control Act and Regulations. In the event that the lodged plans are found to contain non-compliances with the requirements under the Building Control Act and Regulations, CBC may refuse to accept any further lodgment and plans will have to be submitted under Section 5 of the Building Control Act instead.

Non-compliances or false declarations that the building works satisfy this scheme's requirements constitute offences under the Building Control Act and Regulations.

All other requirements, such as requirements for construction supervision, application for Permit to commence structural works and application for Temporary Occupation Permit/Certificate of Completion will continue to be applicable for lodgment works.

Lodgment process

Steps 1 to 4 of lodgement process, from prepare to submit to acknowledge receipt to commence.

Step 1: PREPARE

  • Check lodgment conditions for eligibility

  • Ensure plans and documents (e.g. design calculations) are ready

Step 2: SUBMIT

  • QPs to declare building works fulfil lodgment conditions, and are compliant to BC Act and Regs

  • QPs to submit prescribed plans and documents through CORENET X

  • Payment of fees

Step 3: ACKNOWLEDGE RECEIPT

A written acknowledgment will be issued by CBC upon lodgment of the plans

Step 4: COMMENCE

  • With the written acknowledgment, proceed to apply for Permit to carry out structural works if applicable

  • Otherwise, proceed with non-structural works

  • Audits may be conducted on lodged plans
