Overview
When the structural plan is approved, a permit is required to be obtained before the structural works can start.
Who can apply?
Permit to start structural works
The application for a permit must be made jointly by the:
Developer
Qualified Person (QP)
Builder who will carry out the works
When to submit applications
The processing time for structural plan approvals and permits depends on the type of submission. Permit to carry out structural works is 7 days.
Additional notes:
You can apply for a permit at the same time as your structural plan approval, or after the plans have been approved.
If there are material changes to the approved plans during construction (i.e. changes that require a re-design of key structural elements), you must obtain BCA’s approval before carrying out the change on site.
If the changes are immaterial (i.e. they do not affect key structural elements, or the effect is localised and doesn’t require a re-design), you may proceed without prior approval. However, you must:
Keep a proper record of all changes, and
Incorporate them into subsequent structural plan submissions or record plan submission.

Application form — BCA-BE-Permit (BEV/B1)
Relevant appendices to the permit form as required under BCA-BE-Permit (BEV/B1)
