Safety & Standards - Construction quality
High standards of workmanship are necessary for the continued progress and success of the country’s Built Environment sector. To support this, BCA has established a suite of schemes and quality frameworks. They provide clear guidelines, promote consistent performance, and strengthen confidence across the industry.
CONQUAS®: Construction Quality Assessment System
Introduced in 1989, the Construction Quality Assessment System (CONQUAS®) serves as a national standard for assessing the construction workmanship quality of new building projects.
CONQUAS for Public Projects
Developed to incentivise quality workmanship in the Built Environment sector, the Bonus Scheme for Construction Quality (BSCQ) awards bonuses to contractors with CONQUAS® scores above stipulated standards. Conversely, under this scheme, contractors with poor workmanship are also penalised. The scheme applies to public projects with construction tender called before 15 October 2024.
Quality Mark
The BCA Quality Mark (QM) for Good Workmanship was launched on 1 July 2002. Its purpose is to encourage developers to consistently deliver quality homes, aligning with homeowners' rising expectations for better construction workmanship.

Accreditation and certification schemes help to provide recognition for and assure clients of a firm’s capabilities and work quality in various aspects of their work.
