CONQUAS for Public Projects
Developed to incentivise quality workmanship in the Built Environment sector, the Bonus Scheme for Construction Quality (BSCQ) awards bonuses to contractors with CONQUAS® scores above stipulated standards. Conversely, under this scheme, contractors with poor workmanship are also penalised. The scheme applies to public projects with construction tender called before 15 October 2024.
Please note that the BSCQ will be discontinued from 15 October 2024. It will no longer apply to public sector project tenders called from this date onwards.
For ongoing projects under the BSCQ, any applicable bonuses, discounts, debarments, and downgrading will still be honoured until completion.
However, with the cessation of the BSCQ, CONQUAS remains a mandatory requirement for all public sector construction tenders called under the BCA Construction Workhead (CW01 – General Building) with an estimated construction cost (excluding contingency sum) of S$10 million and above.

The BSCQ incentivises better workmanship in the built environment sector. Contractors receive bonuses if their (Construction Quality Assessment System) CONQUAS® scores exceed stipulated standards and face penalties if scores are poor. Merit points can offset default points. In joint ventures, all partners receive the same merit and default points.
Applicability
The BSCQ applies to:
Both local and foreign contractors
All CW01 contracts for new public sector building projects valued above S$5 million*
Public sector projects combining new building works with other works like upgrading, alterations, and additions
*The scheme applies to the effective contract sum for new building works. For such works, this sum refers to the amount stated in the Letter of Award.
If a project includes both new building works and other works—such as demolition, upgrading, additions and alterations, renovation, or conservation—the effective contract sum will be the portion of the total cost that the procurement agency estimates is for new building works. This includes design, piling, foundation, and M&E works, if done by the same main contractor.
In these cases, the effective contract sum is fixed at the tender stage as a percentage of the full contract sum.
The BSCQ applies only if the effective contract sum is more than S$5 million.
