This serves as a reminder to Owners on the Building Control (Fixed Installation) Regulations 2025 for stairlifts and vertical platform lifts.

Reminder on Stairlifts and Vertical Platform Lifts

Under the Building Control (Fixed Installations) Regulations 2025, stairlifts and vertical platform lifts are regulated as fixed installations. To ensure safety of fixed installations including stairlifts and vertical platform lifts, building owners should engage contractors that are registered with the Building and Construction Authority (BCA) for the installation and maintenance of these lifts.

Before appointing a contractor for the installation and maintenance of lifts, please verify that the contractor holds a valid BCA registration by checking the BCA Directory of Registered Contractors from the following links: (1) Lift Installation Contractors and Lift Maintenance Contractors.

Permit to Operate

Owners are responsible for ensuring that a valid Permit to Operate (PTO) is obtained before operating a stairlift or vertical platform lift. Operating a fixed installation without a valid PTO is an offence under the Building Control (Fixed Installations) Regulations 2025.

Note on Overseas Entities

Please be aware that some overseas entities may appear to have a local presence by virtue of being registered with the Accounting and Corporate Regulatory Authority (ACRA) and holding a Unique Entity Number (UEN). However, ACRA registration alone does not qualify an entity to carry out installation or maintenance works on fixed installations. Owners should not engage such entities for installation or maintenance of stairlifts or vertical platform lifts unless they hold valid BCA registration (see BCA Directory via links provided above).
