The BCA Energy Auditor Scheme is a professional certification programme to develop and recognise qualified energy auditors within Singapore's building sector. This scheme aims to enhance energy efficiency standards across commercial and residential buildings by ensuring that energy audits are conducted by competent professionals who possess the necessary technical knowledge and skills. Energy auditors certified under this scheme are equipped to assess building energy performance, identify areas for improvement, and recommend cost-effective energy conservation measures that align with Singapore's sustainability goals.
Responsibilities of a BCA-Registered Energy Auditor
A BCA-registered Energy Auditor is responsible for:
Carrying out energy audits in line with the Building Control (Environmental Sustainability Measures for Existing Buildings) Regulations 2013, the Code on Periodic Energy Audit of Building Cooling Systems, and the Code on Mandatory Energy Improvement for Existing Buildings.
Periodic Energy Audit (PEA)
Recommending necessary measures to attain the prescribed energy efficiency standard for a building's cooling system
Recommending necessary measures to enhance efficient operation of building cooling systems and its monitoring.
Preparing and signing a report of the energy audit results, including recommendations for improving operating efficiency, upon completion of the energy audit of the cooling system.
Mandatory Energy Improvement (MEI)
Providing recommendations to meet the specified reduction in Energy Use Intensity (EUI) without undergoing a major energy use change.
Preparing and signing an Energy Efficiency Improvement Plan (EEIP) setting out the proposed measures, after agreement with building owner(s), to be carried out for the purpose of meeting the specified reduction in EUI and beyond (whether or not the proposed measures involve a major energy use change).
Preparing and signing an audit report of the result of the energy audit that includes the above mentioned.
Preparing and signing a maintenance report on meeting the specified reduction in EUI for a period of one year.
Eligibility Criteria
To apply for registration as an Energy Auditor, applicants must:
Possess at least an engineering or a building-related degree in architecture, building science, facility management, and sustainable building design or any equivalent professional qualification acceptable by the Commissioner of Building Control.
Have at least 3 years of relevant practical experience in central air-conditioning design and installation, or operation.
Have completed at least two (2) ASHRAE Level III Energy Audits or three (3) BCA Periodic Energy Audits on building cooling systems in Singapore under the supervision of a PE(Mechanical) or an Energy Auditor registered with BCA.
Attend an interview by the Energy Auditor Registration Committee.
Application Process
New/ Renewal Application:
Complete the form with the upload of supporting documents and payment of $150 (inclusive of GST) at https://go.gov.sg/ea-application.
Applicants are advised to submit renewal application at least 2 months before the current certification’s expiry date.

Interview (for new applicants):
Eligible applicants will sit for and pass an interview by the registration committee.
Successful Applicant Information:
Successful new/renewal applicants will receive an e-certificate of registration, which is valid for 3 years.
