Mandatory Higher Green Mark Standard for Government Land Sales (GLS)
To support Singapore's goals for a low-carbon, climate-resilient built environment, all buildings on Government Land Sales (GLS) sites to achieve the Green Mark Platinum Super Low Energy rating with Maintainability Badge, ensuring at least 60% better energy efficiency compared to 2005 levels. Certain sites have more badges requirements to support sustainability initiatives.

Since 2010, building developments on land sold under the Government Land Sales (GLS) Programme in selected strategic areas are subject to higher Green Mark standards under the Building Control (Environmental Sustainability) Regulations 2008. This helps maximise the potential for cost-effective energy-saving solutions in the built environment.
With the increasing need to scale up climate action, more ambitious targets to implement sustainable building development in the Built Environment (BE) sector have been set to mitigate the effects of climate change under the latest Singapore Green Building Masterplan. These targets also serve to support the Construction ITM and Singapore Green Plan 2030. One of the key initiatives includes extending the imposition of higher Green Mark standard to building developments on all GLS sites.
This revision also sets to raise the Green Mark standard from the current Green Mark GoldPLUS or Platinum rating to the Green Mark Platinum Super Low Energy rating with Maintainability Badge. This would help ensure a minimum energy efficiency improvement of 60% over the 2005 baseline and facilitate the transition to a low-carbon and climate resilient future.
Scope and Details
The building works subject to this requirement are to be designed and certified to meet the prescribed BCA Green Mark certification below. The project team must ensure that the GLS requirements are clearly and correctly declared in all Corenet and Green Mark submissions related to the development.

Submission Requirements
There is no need for the Qualified Person (QP) to submit his/her declaration and submission form with respect to the Code for Environmental Sustainability of Buildings for these projects in Corenet. Instead, the QP should:
Before submitting the building plan, make an application to BCA for the project to be assessed and certified under the BCA Green Mark Scheme. During the building plan submission (in Construction Gateway), the Qualified Person (QP) is required to submit either the endorsed Green Mark (GM) application form or the Provisional Green Mark Certificate or Letter.
The QP is required to submit either the Provisional Green Mark Letter, the Provisional Green Mark Certificate, or the full Green Mark Certificate to facilitate the TOP clearance (in Completion Gateway). Refer to Compliance Standard below for more information.
Upon occupation with operation data, inform BCA early to initiate verification to complete the GM certification process to obtain the full Green Mark Certificate
Submit the full Green Mark Certificate for CSC clearance (in Completion Gateway).
Compliance Standards
Compliance with the respective certification standards will be based on the tender award letter issued by URA to the successful developer under the Government Land Sales (GLS) programme, as stated in the table below.
