The Building and Construction Authority (BCA) champions the development and transformation of the built environment sector, in order to improve Singapore’s living environment. BCA oversees areas such as safety, quality, inclusiveness, sustainability and productivity, all of which, together with our stakeholders and partners, help to achieve our mission to transform the Built Environment sector and shape a liveable and smart built environment for Singapore.
Lead and Transform the Built Environment Sector
BCA leads the transformation of the built environment sector through developing a highly competent professional workforce, adopting productive and game-changing technologies, and promoting the sector’s niche expertise overseas.
For example, BCA oversees the Built Environment Industry Transformation MAP (BE ITM). The BE ITM is a product of extensive tripartite engagement and crystalises the collective vision and strategies to transform the built environment sector.
BCA also develops the sector’s talent through its training arm, the BCA Academy, which assesses the industry’s manpower needs and tailors training courses for construction personnel at management, supervisory and technical levels.
Ensure High Safety Standards
BCA ensures that buildings in Singapore are designed, constructed and maintained to high standards of safety through our building regulatory system.
The Building Maintenance and Strata Management Act (BMSMA) ensures that buildings are properly maintained, and provides a framework for building owners and homeowners to manage their strata properties.
Besides buildings, BCA also regulates excavation works, safety of amusement rides, lifts, escalators, exterior features and outdoor advertisement signs.
Championing Environmental Sustainability
BCA is a strong advocate of sustainability in the built environment. Through initiatives like the BCA Green Mark scheme, BCA has been placed on the world green building map for our efforts in promoting green buildings, reducing carbon footprint and conserving resources, in local and overseas markets.
As BCA aims to green 80% of our buildings’ gross floor area by 2030, we provide test-bed platforms for the research and development of innovative green building solutions for the tropics.
BCA rolled out a new Super Low Energy (SLE) Programme to push the boundaries of energy efficient buildings and kick start the next wave of the green building movement, through incentive and financing schemes for private building owners and tenants.
Besides the different sustainability initiatives, BCA also works closely with the industry to adopt sustainable construction practices that minimise the environmental impact of construction activities.
Improve Building Accessibility and Promote Universal Design
BCA aims to cultivate greater inclusiveness in the society through its initiatives to improve building accessibility for people of all needs. Hence, BCA has established the Code on Accessibility in the Built Environment and promotes Universal Design for buildings, where the design of buildings, products or environments to make them accessible to all people, regardless of age, disability or other factors.
BCA recognises building owners who incorporate Universal Design in their developments with the BCA’s Universal Design Excellence Award. In addition, the Accessibility Fund was set up to support building owners with incentives to provide basic barrier-free accessibility features for existing developments.
