Overview of Performance Appraisal Systems in public sector consultancy, construction, and FM contracts
For firms engaged by Government Procuring Entities (GPEs) in consultancy, construction and facilities management contracts, their performance in delivering the contracts will be assessed by GPEs. Firms’ performance appraisal scores could be used in GPEs’ tender evaluation in subsequent consultancy, construction and facilities management tenders (in progress). By considering past performance alongside other factors during tender evaluations and contract management, firms that provide good quality of service will be rewarded with tender advantage, thereby providing a virtuous feedback loop on performance.

CPAS (Consultants Performance Appraisal System)
CPAS provides a common performance evaluation framework across public sector projects, with an aggregated performance score (known as the CPAS score) assigned to each consultant to be used in tender evaluation (refer to the Quality Fee Method for more details).

There are two evaluation periods in a year – Assessment Period 1 (AP1): 1 January to 30 June; Assessment Period 2 (AP2): 1 July to 31 December.
GPEs will submit the performance score for each project by the following date: For AP1 - by 15 July; for AP2 - by 15 February.
Scoring methodology
Consultants’ CPAS scores will be computed based on the aggregated performance scores from consultants’ projects in the last six Assessment Periods.
Firms with a CPAS score below 50 points will be delisted from PSPC for 3 months. Delisted firms will be unable to participate in public sector consultancy tenders.

Survey on Project Management and Procurement Practices in Public Sector Construction Projects
In line with the BE CARE Charter initiative and principles, the Survey on Project Management and Procurement Practices in Public Sector Construction Projects allows BCA to gather feedback from industry stakeholders on current practices in public sector construction projects. It aims to improve the overall standards of public sector procurement and establish best practices. Firms undertaking public sector projects can highlight positive experience or areas for improvement in public sector procurement through this online form.
C41 - Construction Project Performance Reports
The C41 system provides GPEs with comprehensive access to contractor performance data for evaluating tenders in construction and construction-related services. Contractors can also assess the performance reports by GPEs on their own completed projects for continuous improvement on project performance.

FM Performance Appraisal Framework
The FM Performance Appraisal Framework provides a structured evaluation system for Facilities Management Companies (FMCs) to enhance service delivery standards and industry transformation. It assesses the performance of FMCs for the provision of IFM services.

Whole of Government (WOG) performance appraisal database - FMCs' performance will be collated to form a centralised database to assist GPEs with their tender evaluation when ready (detailed framework available at BCA FM Procurement Guide)
