Tracking and improving construction productivity are key to effective project delivery. Resources and tools are available to help builders accurately measure and monitor manpower utilisation across their projects, enhancing the site productivity of the industry.
Collection and Submission of Construction Productivity Data (CPD)
IMPORTANT: Effective from 1 May 2026, builders of applicable projects applying for Permit to Commence Work are required to submit their Construction productivity Data (CPD) through a Biometric Authentication System (BAS) that is integrated with the data exchange platform. Please refer to the circular issued on 1 Dec 2025.
Currently, builders manually collate monthly onsite and offsite CPD into various Excel templates before uploading to Electronic Productivity Submission System (ePSS) from Permit to Commence Work (PTCW) issuance until final Temporary Occupation Permit (TOP) or Certificate of Statutory Completion (CSC) is issued.

Automated CPD Submission Process
Under the new workflow, builders will use a single data schema for all project types to submit monthly CPD automatically and directly to BCA via a BAS that is integrated to the data exchange platform (i.e. SGBuildex) through API connection.
The data exchange platform is open to all builders with new and ongoing projects, including offsite fabricators involved in precast, structural steel, prefabricated mechanical, electrical and plumbing works.

Project Applicability
Under Regulation 10(a) of the Building Control (Buildability and Productivity) Regulations 2011, builders need to install and operate Biometric Authentication Systems (BAS) to enhance the reliability and efficiency in the collection of Construction Productivity Data (CPD). Building works which are subject to this mandatory submission include those which:
• Occupy a Gross Floor Area (GFA) of 5000 m2 or more
• Have submitted for Planning Permission on or after 1 November 2014
• Are new building, upgrading and A&A projects
Site Productivity Calculation
Raising site productivity is critical for efficient and timely project completion. BCA has established a standard methodology to help builders measure and track site productivity effectively. A project's site productivity is defined as the amount of floor area completed per man day. The indicator is calculated as follows:
Project Site Productivity =
Total Constructed Floor Area (m2) / Total Number of Site Workers (mandays)
A project is deemed to be more productive if more square meters of floor area can be constructed with the same mandays. Builders can use this data to monitor their progress and identify opportunities for better performance. Past year's industry productivity benchmarks can be found here.
