The Building Innovation Panel (BIP) facilitates Built Environment (BE) firms’ adoption of innovative methods, technologies, and materials by being a central point of contact that firms can approach to navigate regulatory requirements that new technologies may be faced with. In playing this coordinating role, the BIP encourages and accelerates the deployment of ground-breaking construction innovation and technology in the BE sector.
Through a coordinated, multi-agency review process, BIP has supported firms with regulatory guidance, making it easier to implement new and novel solutions.
The BIP is a joint initiative by BCA, HDB, JTC, LTA, MOM, NEA, PUB, SCDF, and URA. The panel provides regulatory advice and offers valuable user perspectives during engagement and evaluation process (if required).
As a guide, solutions that have not been adopted in the local environment should align with the following:
A high level of innovation that moves Singapore towards meeting the Built Environment Industry Transformation Map objectives.
Innovations in construction productivity, materials, and methods.
A focus on sustainability leading to the use of environmentally friendly materials or technologies.
How has BIP supported innovative solutions
To proliferate innovative solutions that raise construction productivity at a time when these were relatively new to the industry, the BIP brought regulatory agencies together to familiarise and assess them. This meant that solution providers need not approach each regulatory authority individually.
Innovative solutions, encompassing design, products, materials or processes, that were accepted by the relevant regulatory authorities were granted a certificate of In-Principle Acceptance (or IPA).
Solutions with an IPA that were eventually adopted for use in projects include:
Prefabricated Prefinished Volumetric Construction (PPVC) System*
Mass Engineered Timber (MET)
*With the increased adoption of PPVC and PBU systems in Singapore, suppliers need not submit proposals for evaluation through the BIP from 1 April 2023. For more information, please refer to this BCA circular or contact the BIP secretariat.
