When is an Advertisement Licence required?
You will need to apply for a licence if you display an outdoor advertising sign or signboard.
What counts as “outdoor”:
Any roofed space that is not fully enclosed on all sides; and
Facilitates the flow of general pedestrian traffic or is accessible to the public.
In general, advertising signs and signboards refer to the following:
Advertising sign | Logo, symbol, sign, notice, representation or other visual device that promotes any goods, products, brands, services or events. |
Signboard | Sign, notice, representation or other visual device relating to the place or premises to which it is affixed, but does not include any logo, symbol, sign, notice, representation or other visual device containing any other brand name or trademark that promotes any goods or services. |

Signs that do not need a Licence
Your sign is exempted if it meets any of the following details:
Single signboard or a series of related signboards with a total area of not more than 5m2
Signboard displayed by:
Religious body
Government-aided school
Hospital, clinic, dispensary, nursing or welfare home or hospice, run by charity
Advertising sign or signboard displayed:
On any stall within a hawker centre, food centre or market
In any underpass, tunnel or mass rapid transit station
Types of signs

Animated billboard | Advertising sign that displays, at any one time, one or more advertisements consisting of visual moving pictures, or those which are able to move or change colour due to the use of electrical, mechanical or other sources of power |
Balloon sign | Advertising sign or signboard that is inflated, tethered to and suspended above any building, premises or open ground and is conspicuously visible against the sky from any street or building below |
Skysign | Advertising structure that is displayed on or above the roof, parapet or eaves of a building, or extends above the roof line of a building, and is conspicuously visible against the sky from any street or building below |

How to apply


Log in
Access the Advertisement Licensing System (ALS) using your Singpass.Submit your proposal to BCA for evaluation
Follow the instructions via ALS along with the necessary supporting documents.Apply for a Permit To Use (where applicable)
Log into CORENET e-Submission System to apply for Permit To Use and submit in ALSMake payment for the licence fee
Once payment is verified, the licence copy will be sent via email to the applicant.
Notes:
BCA typically takes 7 working days to assess an application if all required documents are provided.
If the proposal requires evaluation by the Urban Redevelopment Authority (URA), the process may take an additional two weeks.
No changes are allowed during the formal application stage.
Documents required for submission
Your application will not be processed without the submission of the required documents. All required documents and drawings must be endorsed clearly where applicable, by:
Applicant (the Licensee)
Building owner and/or Landowner
Management Corporation
HDB and Town Council
The documents to be submitted include the following:

Additional requirements based on property type
For signs displayed within MCST-managed premises:
If you're the subsidiary proprietor of a lot, provide written consent from the MCST and ensure all documents are endorsed by both the MCST and yourself.
If you're a tenant, obtain written consent from the MCST, the lot owner, and your landlord (if different), and ensure all parties endorse the documents.
For commercial units managed by a Town Council:
If you're an owner, submit written consent from the Town Council and get both the Town Council and yourself to endorse the documents.
If you're a tenant, get written consent from the Town Council, unit owner, and landlord (if different), and ensure all of them endorse the documents.
For all other types of properties:
If you're an owner, endorse all documents yourself.
If you're a tenant, obtain written consent from the property owner and landlord (if not the owner), with endorsements from all involved parties.
