Periodic Structural Inspection (PSI)

Buildings require regular maintenance to remain structurally safe for users and occupants. To be carried out by the building owners, the Periodic Structural Inspection (PSI) regime ensures buildings are properly maintained, continue to be safe for their intended use, and do not pose safety risks to occupants or the public.

The Periodic Structural Inspection (PSI) is a regulatory regime designed to ensure buildings remain safe and structurally sound for their intended use and occupation. Under this regime, buildings are required to undergo inspections at specified intervals.

Structural defects in a building can occur over time due to deterioration, wear and tear, overloading and poor maintenance. Regular inspection and maintenance are the key to protecting the health of a building's structure. Early detection helps prevent serious structural issues. When defects are identified, they must be repaired to maintain the building's safety and prevent failures.

PSI Frequency

PSIs are carried out according to the following frequencies*:

  • Non-residential buildings: Once every 5 years

  • Residential buildings: Once every 10 years

*These frequencies exclude detached, semi-detached, terraced, linked houses that are used exclusively for residence, and temporary buildings.

Building Owner's roles

Building owners are responsible for:

  • Appointing a Structural Engineer (SE) within the stipulated timeframe upon receipt of a PSI Notice

  • Providing necessary site access for the SE to assess the building's structural condition

  • Ensuring their appointed SE submits the inspection report to BCA on time

  • Implementing recommended rectifications within the given timeframe

Note: For strata-titled developments, the Management Corporation (MCST) assumes responsibility as building owners.

Building owners may source for a qualified SE in the Professional Engineers Board (PEB) or the List of PSI PEs [PDF, 684 KB].

Structural Engineer's roles

The Structural Engineer (SE) conducts the Periodic Structural Inspection (PSI) to assess the building's condition, identify areas requiring repairs or remedial works and submit the inspection report to BCA within the stipulated timeframe.
