Application for TOP/CSC
A Temporary Occupation Permit (TOP) or Certificate of Statutory Completion (CSC) is required for occupancy after building works have been carried out.
A Temporary Occupation Permit (TOP) or Certificate of Statutory Completion (CSC) is required to occupy a building or part thereof.
A CSC is issued when a development has complied with all relevant statutory requirements and has obtained all necessary clearances from the relevant agencies (refer to the list of agencies below).
A TOP is issued when a development has fulfilled the necessary requirements and obtained clearances from the relevant agencies to deem the development suitable for occupation but has outstanding issues with other technical agencies (refer to the list of agencies below).
TOP/CSC application eligibility and requirements

Who can apply:
Applications must be made by the project’s Qualified Person (QP)appointed by the developer.
Key requirements:
All building regulatory compliances have been met.
Clearances have been obtained from the relevant technical agencies such as:
Urban Redevelopment Authority (URA)
Land Transport Authority (LTA)
National Parks Board (NParks)
Singapore Civil Defence Force (SCDF)
Public Utilities Board (PUB)
National Environment Agency (NEA)
Documents such as the Certificate of Supervision, the Builders’ Certificate of Completion of Building Works are ready.
TOP/CSC application process
In general, the TOP/CSC application process is as follows:

Types of TOP/CSC Inspections
As part of the TOP/CSC application, depending on project typology, projects may be audited and selected for site inspection by BCA. The QP may opt for any of the following modes of inspections, subject to acceptance by BCA:
1. Standard Inspection
BCA officers conduct a physical on-site inspection to verify compliance and safety.
Standard Inspection procedures (to be carried out by QP):
Log on to the TOP/CSC Portal.
Select the project for TOP site inspection.
Select the date of TOP inspection.
Submit the Certificate of Supervision of Building Works (form BPD_CSC02 or e-form BCA-CSC-CSPBW) and Declaration by Qualified Person for the Application of TOP/CSC for Building works (form BPD_CSC07 or e-form BCA-CSC-CSCDQP) not less than 3 days before the date of inspection.
2. Express Inspection
An expedited inspection can be arranged within the next 4 days, depending on project size. The QP must notify BCA when requesting this option. The fee for an Express Inspection is $3,000 (regardless of project type and size).
Express Inspection procedures (to be carried out by QP):
Log on to the TOP/CSC Portal.
Select the project for TOP site inspection.
Select the option for express TOP inspection).
Select the date of TOP inspection (up to the next 4 days from the date of application, but subject to project size).
Submit payment of $3,000.
Submit the Certificate of Supervision of Building Works (form BPD_CSC02 or e-form BCA-CSC-CSPBW) and Declaration by Qualified Person for the Application of TOP/CSC for Building works (form BPD_CSC07 or e-form BCA-CSC-CSCDQP) 3 days before the date of inspection.
3. Virtual Inspection
Virtual Inspections can be conducted via 360-degree captures. BCA will review the submission remotely and provide comments within 3 working days.
Virtual Inspection procedures (to be carried out by QP):
Book pre-consultation session with BCA for Virtual Inspections by either:
Contacting the BCA Processing Officer; or
Using the BCA feedback form
Submit the Virtual Inspection Plan.
Book an inspection in the BCA system.
Submit the 360 Capture before the inspection date.
Submit the Certificate of Supervision of Building Works (form BPD_CSC02 or e-form BCA-CSC-CSPBW) and Declaration by Qualified Person for the Application of TOP/CSC for Building works (form BPD_CSC07 or e-form BCA-CSC-CSCDQP) not less than 3 days before the date of inspection.

TOP/CSC Application documents and clearances
Service Standard
TOP applications will be processed within 7 working days upon submission of complete documents.
Express TOP applications (if accepted by BCA) will be processed within 1 working day upon submission of complete documents and receipt of payment.
CSC applications will be processed within 7 working days upon submission of complete documents. If the application requires more extensive evaluation (e.g. due to a high number of unresolved defects), longer processing time will be required.

As-built Plans, Test Reports, and Certificate of Supervision of Lightning Protection System (Form BCA-CSC-CSPLP or BPD_CSC03)
Certificate of Supervision of Installation of Escalators/ Lifts/ Stair lift/ Platform lift (Form BCA-CSC-CSPLE or BPD_CSC04) and Permit to Operate (PTO) in development
Certificate of Supervision of Air-conditioning/Mechanical Ventilation System (Form BCA-CSC-CSPACMVS or BPD_CSC05)
Certificate of Supervision of Piling Works and Notice of Completion (Form BCA-BE-QPCTPW or BEV C1)
Certificate of Supervision of Structural Works (Form BCA-BE-QPCTSSW or BEV C2)
Certificate of Record Structural Plans/Calculations (Form BCA-BE-CTASST or BEV C3)
Builder's Certificate of Completion of Building Works (Form BCA-BE-BRCTBW or BC/BC)
A copy of “Annex A” – Listing of Engineered Façade [DOCX, 18 KB]
A copy of "Annex A"- Listing of Safety Barrier [DOCX, 18 KB]
Clearance on the as-built Buildability/ Constructability score (Form BCA-BP-BS03 [XLS, 876 KB] or Form BEV-CS01)
Clearance on the as-built GM score (Forms BPD_GM02 + BPD_GM02_Appendix 2)
Commissioning approval for the CD shelters (Form BCA-CD-COMM01)
Certificate of Supervision of Building Works in respect of CD Shelter(s)
Clearances from the following technical departments:
PUB – Drainage and Sewerage
NEA – Pollution Control and Environmental Health
FSSD – Fire Safety
LTA – Electric Vehicle Charging
LTA – Road & Transport
LTA – Vehicle Parking
LTA – MRTC line
NParks
URA
EMA (for residential development with 10 units or more)
Fibre Readiness Certificate
To apply for Express TOP/CSC application, please inform the BCA Processing Officer handling your TOP application.
Typology specific TOP/CSC process
To facilitate TOP/CSC clearance for Landed Houses Built for Owner’s own use (including new erection, re-construction and A&A works), the QP shall submit:
Inspection report/checklist for TOP/CSC application (for house built for owner's own use)
CD shelter inspection report and videos of commissioning tests, if applicable
