Building Plan submission
Learn how to submit building plans to BCA for approval under the Building Control Regulations. Find out submission procedures, fees, and guidelines before starting your building works.

Before the commencement of building works, the relevant parties must, in accordance with the Building Control Regulations: Application for Approval of Plans of Building Works, submit building plans to the BCA for approval through a Qualified Person (QP).
A QP must:
Be registered as an Architect with the Board of Architects (BOA), or a Professional Engineer with the Professional Engineers Board (PEB).
Hold a valid practising certificate issued by the BOA or PEB.
Refer to the Third Schedule of the Building Control Regulations to determine the QP who may be appointed to sign or prepare building works.
What to submit
Before applying for building plan approval, the QP must:
Obtain written permission from the Urban Redevelopment Authority (URA).
Ensure compliance with:
Objectives and performance requirements as outlined in the Fifth Schedule of the Building Control Regulations
Approved Document [PDF, 5.1 MB] (Refer to Understanding the Approved Document [PDF, 5.6 MB] for guidance)
Performance requirements may be met via acceptable solutions (as prescribed in the Approved Document) or alternative solutions (to be evaluated by a Qualified Person and submitted for acknowledgment by BCA).
From 1 Apr 2023, relevant aspects of civil defence shelter plans will also be incorporated in the Building Plan (BP) submissions and Structural (ST) Plan submissions respectively.
Building Plan submission fees
Fees are payable at the first plan submission to BCA and must be made in accordance with the Second Schedule of the Building Control Regulations. For more information on the plan fees structure, please refer to SGFA and Plan Fee.
How to submit Building Plans
As of 1 October 2025, Building Plan submissions for all new projects with GFA ≥ 30,000 sqm must be made via CORENET X.
All other Building Plan submissions should still be made via CORENET 2.0.
Building Plan submission process flow

For projects with regulatory conflicts arising from technical agencies’ requirements, the Inter-Agency Coordinating Committee (IACC) is a platform to help resolve such issues. Project parties may contact the IACC secretariat with details of the issue via email at BCA_IACC_SECRETARIAT@bca.gov.sg.
