Lift, escalator, and mechanised car parking system (MCPS) owners and Supervisor Qualified Person (QP)/Specialist Professional Engineers (SPEs) can apply for a Permit to Operate (PTO) in the Lifts and Escalators Application Portal (LEAP).
What is LEAP?
LEAP is an online platform that automates the lifecycle of lifts, escalators, and MCPS from installation to termination. LEAP facilitates stakeholder involvement in the three main processes of PTOs: applying for a new PTO, renewing a PTO, and the recommissioning of lifts, escalators, and MCPS.
LEAP allows owners of lifts, escalators, and MCPS to:
Apply for a new PTO
Renew a PTO
Update the ownership of lifts/escalators/MCPS
Update the change in Fixed Installation Service Contractors (FISCs) for the testing and maintenance of the lifts, escalators, or MCPS
Pay their PTO application fee and print past receipt(s) for previous PTO application fee payments
View the details of all lifts/escalators/MCPS under the owner
View and download the PTO certificate issued for the lifts, escalators and MCPS
Assign an owner representative to manage the lifts, escalators or MCPS on their behalf
Suspend or terminate the lift, escalator, or MCPS
How to apply for PTO
Log In to LEAP
The owner or owner representative will need to log in to the LEAP system using the Singpass (for individual Homeowners) or Corppass (for L&E Corporate Owners).
Apply for PTO or Renew PTO
Supervisor QP/SPE in lifts, escalators. and MCPS will be required to initiate a new PTO application process or recommissioning application process before routing the applications to owners.
The owner or owner representative can commence the renewal of the PTO 3 months before the current expiry date.
Check the PTO status of your lift, escalator, or MCPS at BCA’s Search PTO Enquiry portal, or by scanning the QR code on the PTO certificate issued for the lift or escalator or MCPS.

The owner or owner representative can make payment via the following methods:
E-payment (Credit Card)
E-payment (PayNow)
Bank transfer
GIRO payment can also be used for renewal applications through BCA’s PayBCA portal. The information on how to access eGiro is in the PayBCA User Guide, which can be downloaded from PayBCA portal.
