The Building Control (Fixed-Installations) Regulations 2025 came into effect on 01 October 2025. Under the Regulations, the man-machine interface (MMI) of a mechanised car parking system (MCPS) will be regulated.
The MMI covers all aspects of the MCPS involving interaction between the user and the system. This includes (but is not limited to) the physical area where the driver interacts with the MCPS, the control panel, and the control logic governing all user interactions.
BCA has published the Code of practice (COP) (opens in new tab) for design, construction, installation, testing and inspection of the MMI of MCPS. The COP is one of the two acceptable solutions for the design, construction, installation, testing and inspection of the MMI of the MCPS. The other acceptable solution is EN14010 (Safety of machinery - Equipment for power driven parking of motor vehicles - Safety and EMC requirements for design, manufacturing, erection and commissioning stages). For testing and maintenance specifically, the COP is the only acceptable solution under the Regulations.
