The Ministry of National Development (MND) and the Building and Construction Authority (BCA) announced today the following senior appointment change at BCA:
· Mr Lim U Yang Hugh Reginald (林优扬), currently Chief Executive Officer (CEO) of BCA, will relinquish his appointment on 2 November 2020
· Mr Kelvin Wong Wee Siong (黄伟翔), currently Executive Vice President (EVP) of the Singapore Economic Development Board (EDB), will be appointed as CEO (Designate) of BCA from 27 July 2020 to 1 November 2020, before taking on the appointment as CEO on 2 November 2020
2 As CEO of BCA, Mr Lim led BCA to strengthen partnerships and build capabilities along the construction value chain. Under Mr Lim’s leadership, BCA developed the Construction Industry Transformation Map, and galvanised efforts by industry and union partners for the BuildSG Movement. Mr Lim also championed the transformation of the construction industry through innovation and technology. In addition, he led BCA in holding the inaugural International Built Environment Week in 2019, which is the region’s first built environment event that showcases best practices across the built environment value chain, promotes Singaporean firms’ capabilities to the region, with a focus on smart solutions as well as research and innovation. Mr Lim also oversaw the amendments of key legislations including the Building Control Act earlier this year, which was aimed at strengthening the building regulatory control framework and improving accessibility in our built environment.
3 As EVP, Mr Wong oversees the development of the strategic growth engines in Hub Services and Supply Chain & Connectivity, as well as EDB’s New Businesses and Policy & Planning divisions. Mr Wong previously oversaw EDB’s SkillsFuture efforts and the successful implementation of the Leadership Development Initiative to develop more Singaporeans as business leaders in their respective fields, as well as the delivery of the Industry Transformation Roadmaps for the Logistics and Professional Services clusters.
4 Mr Wong started his career with EDB in 1996 and has helmed various key portfolios in EDB, including Logistics, Professional Services, Urban Solutions. He is a Glaxo-EDB scholar and graduated from Imperial College, University of London. More detailed write-ups of Mr Lim and Mr Wong are in the Annex.
