What is Smart Inspection?
Smart inspection refers to the use of technology and data-driven approaches to enhance the efficiency, effectiveness, and accuracy of inspection processes. It involves the integration of various technologies such as sensors, data analytics, and artificial intelligence to streamline inspection activities.
We envision the following workflow using smart inspection technologies:
In the envisioned future, site data is collected and stored digitally within the site management platform system. These structured data sets could be seamlessly linked to the Building and Construction Authority (BCA) system through APIs, enabling document audits to be done automatically back-end by the system. Inspections would be virtualized through remote inspection tools like 360 capture platforms. For physical inspections, BCA would adopt different Op-tech tools like drone and digital inspection applications to make site inspection more efficient and effective.
Key Initiatives:
Site Management Platform |
The site management platform is a centralized digital hub used by construction and project management teams to oversee and coordinate various aspects of a construction site. It enables the tracking of progress, managing resources, monitoring of safety and documenting activities.

Virtual Inspection for TOP/CSC
|
Conducting inspections remotely, typically using digital tools such as video calls or virtual reality technologies (eg. 360 capture or LiDAR). This approach allows inspectors to assess the condition of a site without physically being present.

Evidence-based approach for inspection of CD shelters for TOP/CSC application
|
As part of our continuous efforts to improve the current TOP/CSC application processes, an evidence-based approach for CD shelters for TOP/CSC application has been implemented for all landed houses built for owners’ own use.
In September 2024, BCA issued a circular to inform the industry of the changes related to the TOP/CSC application for all development projects with Civil Defence shelter (CD shelter) including household, storey, public and transit shelters.
