Generating Demand for DfMA Projects

The public sector’s adoption of Design for Manufacturing and Assembly (DfMA) is largely driven by the Productivity Gateway Framework (PGF).

Productivity Gateway Framework 

The Productivity Gateway Framework (PGF) was developed in 2015 to provide a structured process for Government Procuring Entities (GPEs) to:

  • Incorporate productivity considerations upstream during development planning
  • Implement productive technologies and practices downstream during the construction of their public sector projects.

Key considerations include:

  • Adoption of advanced technologies including DfMA,
  • Collaboration and integration through Integrated Digital Delivery (IDD)
  • Adoption of productive procurement practices.

GPEs can also tap the expertise of the Productivity Gateway Advisory Panel (PGAP), which comprises progressive industry practitioners with specialist knowledge in construction productivity.

Pilot Concept and Price (C&P) Tender Approach

  • To allow the industry to innovate and propose other construction methods which can yield higher productivity improvement, BCA and URA piloted the Concept and Price (C&P) tender approach for the Hillview Rise residential GLS site. 
  • This approach specifies productivity outcomes without mandating any specific technologies, giving tenderers the flexibility to propose technologies and construction methods that are best suited for the site to achieve the required outcomes.
  • The Hillview Rise pilot site was awarded on 3 July 2018 and the key successes include:

i. Optimised designs, with higher levels of modularisation and integration (as compared to current GLS requirements of ≥ 65% PPVC coverage), were received in the Concept Proposals

ii. Early builder and specialist involvement, which led to better innovations and solutions
