OVERVIEW
Positioned as a world-class mega infrastructure project, PUB, Singapore's National Water Agency, established ambitious Integrated Digital Delivery (IDD) targets for the construction of the Tuas Water Reclamation Plant (WRP).
Integral to achieving these targets was the need for a Single Source of Truth (SSoT), enabled by BIM, throughout the entire project delivery lifecycle.
In pursuit of this, PUB transitioned from traditional 2D drawings to including BIM as an integral part of the Contract Documents. To ensure that the transition yielded successful and meaningful outcomes, PUB also undertook several measures, including (i) taking the lead to use BIM as the SSoT, (ii) stipulating clearly that BIM was to be the core element for both Consultancy Agreement and Construction Contracts, and (iii) establishing a proper model handover process.
PUB and its consultant, Jacobs International Consultants, also provided detailed briefing and training sessions to help tenderers better comprehend and utilize the BIM models during the tender process.
Including BIM as an integral part of the Contract Documents requires an open-minded approach from all project stakeholders, particularly clients. Only through this can the full benefits of BIM Handover be realized.
