Contractors Registration System (CRS)

What is CRS

The Contractors Registration System (CRS) currently registers contractors providing construction and construction-related services for the public sector.

From 1 June 2025, the CRS will be expanded to serve as a nation-wide registry of all construction firms that are hiring construction S Pass and/or Work Permit holders.

Enhancements to CRS from 1 June 2025

As announced at the MND Committee of Supply (COS) Debate 2024, BCA will expand the CRS to a nation wide registry by requiring all firms hiring foreign construction workers to register under the CRS.

Additionally, the CRS entry requirements for minimum paid-up capital and track record will be raised to $50,000 and $300,000 over the past three years respectively. Companies will be required to meet these new minimum requirements from 1 June 2025.

Who is it for

For contractors intending to tender or undertake construction and construction-related public sector projects in Singapore or firms that wish to hire construction S Pass and/or Work Permit Holders.

Types of Workheads

There are about 50 workheads under the following 5 major groups of registration:

Registration requirements

Contractors are required to:

  • Read the Guidelines and agree to the Terms of Registration
  • Meet the Specific Registration Requirements that best describe the contractor’s specialisation.
  • Applicants should refer to the latest version of Terms of Registration and Specific Registration Requirements for the relevant workheads before submitting their applications.

Builder Licence

CW01 (General Building) and CW02 (Civil Engineering) require General Builder Class 1 for Grades A1 to B2

 

CW01 and CW02 require General Builder Class 1 or Class 2 for Grades C1 to C3

 

CR08 (Piling Works) require Specialist Builder (Piling Works) for L6 to L1

 

CR10A (Automated Precast Concrete Production) and CR10B (Precast Concrete Production) require Specialist Builder (Pre-Cast Concrete Works)

 

CR12 (Ground Support and Stabilisation Works) require Specialist Builder (Ground Support and Stabilisation works) for L6 to L1

 

CR15 (Site Investigation, Instrumentation and Monitoring Work) require Specialist Builder (Instrumentation & Monitoring work) for Single Grade
