With effect from 1 Apr 2020, government agencies would be specifying BCA’s Contractors Registration System (CRS) Facilities Management (FM) workheads for all FM tenders. BCA would be making changes to the FM workheads under CRS as outlined in the following paragraphs.

1 Integrated Facilities Management (IFM) refers to the provision of at least two distinct maintenance services by the same company. The provider may either deliver the services or outsource and manage sub-contractors. Areas of distinct maintenance services include (i) Building maintenance services, (ii) Mechanical & Electrical maintenance services, (iii) Security services, (iv) Cleaning services, (v) Landscape services and (vi) Pest control.
Registration details for the FM workheads are available for download from www1.bca.gov.sg/procurement/pre-tender-stage/contractors-registration-system-crs. To streamline the registration process, firms providing FM services to the public sector need not register with MOF (under EPU/SER/30 – Management Services) with effect from 1 Apr 2020.
Correspondingly, the existing Maintenance workheads (MW), MW02, MW03 and MW04 would be renamed as the FM workhead FM02, FM03 and FM04 respectively as shown in the table above with effect from 1 Apr 2020. There are no changes to the description, registration requirements and tendering limits. No action is required from these companies.
