Public Sector Standard Conditions of Contract (PSSCOC)
The PSSCOC was developed to enable a common contract form to be used for all public sector construction projects. Using a standardised conditions of contract will allow users to be more familiar, reduce tendering efforts and promote greater efficiency in contract administration.
Collaborative Contracting
Option Module on Collaborative Contracting for use in conjunction with the PSSCOC
To encourage greater collaboration and mutual trust between stakeholders in the built environment sector, we have developed a set of collaborative clauses, as an Option Module to the PSSCOC, together with industry associations and government agencies. The collaborative contract provisions are currently being piloted in selected public sector projects.
Y(SG) clauses for use with NEC4 Engineering and Construction Contract (ECC)
In addition to the PSSCOC Option Module, BCA, together with NEC1, have developed a set of additional contract clauses (Y(SG) clauses) for use with the NEC4 Engineering and Construction Contract (ECC)2, a collaborative form of contract. The Y(SG) clauses, announced on 29 April 20243, aligns NEC4 contract with Singapore’s laws to facilitate the use in Singapore projects. The NEC4 contract with Y(SG) clauses will be piloted in selected public sector projects.

2 NEC4 contract is the latest edition of a suite of collaborative contracts for construction and facilities management projects. The Y clauses are developed to align NEC4 contract with Singapore’s laws when used for the appointment of a contractor for engineering and construction work.
