Permits from BCA are required if you are:
- Operating a new or existing amusement ride
- Starting installation works for an amusement ride
- Performing modification works for an amusement ride
Types of permits
BCA issues 3 permits in the life cycle of an amusement ride. The permits help to ensure compliance to safety requirements, based on the Amusement Ride Safety Act.

Ensures that design plans, safety assessments and tests for the installation ormajor modification of a ride are reviewed and certified by a Qualified Person (QP)

At least 5 weeks before the start of installation or modification works
There will be delays if documentation is incomplete or inadequate, or if the concerns raised during ride design review are not satisfactorily resolved

Operating permit
|
Ensures that the ride has been inspected and certified safe for operation after installation.
Permit requirements include:
- Certificate of compliance from Singapore Civil Defence Force (SCDF)
- Appointing a suitably qualified and trained person as a ride manager
- Sufficient public liability insurance coverage of a minimum of S$1 million per occurrence per amusement ride

At least 1 month before the required start date of the Operating Permit
The ride inspection should also be conducted at least 1 month before the required start date of the Operating Permit
There will be delays if documentation is incomplete or inadequate, or if the concerns raised after ride inspection and documentation review are not satisfactorily resolved

Installation/modification permit application process
Apply for and obtain an installation permit before installation works begin for the amusement ride. The process is as follows:
- Consultation with BCA
- Appoint QP (A Conformity Assessor is also required for major rides)
- Design review and certification by QP
- Apply to Commissioner of Civil Defence for the approval of design and plans of the fire and rescue management system to be installed/modified
- Apply to the Commissioner of Building Control for the approval of plans of any building works relating to any building which forms part of the amusement ride to be installed/modified or to which the amusement ride is connected
Permit fees
With effect from 30th December 2024, the fees imposed under the Amusement Rides Safety Regulations 2011 (the “ARS Regulations”), will be revised as shown below.
