Public shelters have to successfully pass commissioning tests before being issued a Notice of Approval of Commissioning (NOAC) and consequently, the Certificate of Statutory Completion (CSC).

Other tests
In addition to the commissioning tests, QPs must also conduct at various stages of construction:
- Air-tightness inspection
- Anchor bolts pull-out tests
- Individual function system tests
- Visual inspection of completed shelter
- CD door tests
- CD shock tests
