Commissioning of Public Shelter

Public shelters have to successfully pass commissioning tests before being issued a Notice of Approval of Commissioning (NOAC) and consequently, the Certificate of Statutory Completion (CSC).

Commissioning tests

 Test  To ensure that
 Internal overpressure test  

The external envelope of the public shelter guards against air leakage

 Overpressure regime and airflow test  

The air supply system can regulate airflow through the ducts, dampers and CD valves in accordance with the functions and requirements of the shelter

 Integrated systems test  

All systems in the shelter continue to function properly and reliably under normal supply when switching to the standby generator set

Other tests

In addition to the commissioning tests, QPs must also conduct at various stages of construction:

  • Air-tightness inspection
  • Anchor bolts pull-out tests
  • Individual function system tests
  • Visual inspection of completed shelter
  • CD door tests
  • CD shock tests
