Construction of Public Shelter

Qualified Persons (QP) must follow these procedures during the construction of a public shelter.

Important guidelines

In general, QPs must:

  • Comply to requirements specified in
  • Obtain “Notice of Approval” for shelter structural plans from Civil Defence Shelter Engineering Department (CDSD) and “Permit to Commence Building Works” from Building Engineering Division of BCA before construction works commence
  • Closely supervise the construction of the shelter and inform CDSD before concreting of all critical structural elements
  • Ensure that construction is done in accordance to detailed manufacturer’s specifications for installation of services and equipment
  • Ensure no hacking or drilling or structural members after casting
  • Complete and assemble all protective steelworks before installation on site
  • Take corrective actions to rectify all non-conformances
