It is not mandatory to apply for commissioning inspection of first household and storey shelters, but the first commissioned shelter serves as a useful reference for other shelters in the same project development.
How to apply for inspection of CD shelter
a) Landed house built for the owner’s own use
In September 2024, BCA issued a circular to inform the industry of the changes related to the Temporary Occupation Permit (TOP)/ Certificate of Statutory Completion (CSC) application for all development projects with Civil Defence shelter (CD shelter) including household, storey, public and transit shelters.
As part of our continuous efforts to improve the current TOP/CSC application processes, an evidence-based approach for inspection of CD shelters for TOP/CSC application will be implemented for all landed houses built for the owners’ own use.
To facilitate the industry’s transition, applications for commissioning of CD shelter for landed houses built for the owners’ own use will still be accepted until 31 December 2024, after which only evidence-based approach for inspection of such CD shelters will be accepted.
b) All other types of development projects (Landed house built for the developer’s sale, non-landed residential development, non-residential development)
Commissioning Application

The Qualified Person (QP) must complete the relevant checklist.
The QP must submit the application via CORENET at least 5 working days before the proposed date of commissioning.
Applications should be accompanied with a completed checklist endorsed by the QP.
If the shelter fails the inspection, the QP may apply for a second inspection at least 14 working days before the proposed date of inspection.

TOP/CSC Application

The QP is required to submit the Certificate of Supervision of Building Works in respect of CD Shelter(s) for all development projects with CD shelter.
