Progressive Wage Model (PWM) Application for Lift Firms

The Progressive Wage Model (PWM) aims to provide clear career progression pathways and commensurate wages for lift maintenance personnel in the lift and escalator sector.

Implementation of Mandatory PWM

With the commencement of Part 5B of the Building Control (Amendment) Act and the Regulations, compliance with PWM would now be mandatory, as part of the requirements to be registered as a RW02B and/or RW03B firm.

Under section 29Q(3) or the Act, the Commissioner of Building Control has by Order, stipulated the minimum amount of basic wage, and minimum amount of PWM Bonus. The PWM Order can be found in the link below. As part of the conditions of registration under Part 5B of the Act, registrants carrying out maintenance of lifts and/or escalators must also issue a payslip containing particulars of an eligible employee’s basic wage and other payments received by the eligible employee, as further described in the conditions of registration.
