The Progressive Wage Model (PWM) aims to provide clear career progression pathways and commensurate wages for lift maintenance personnel in the lift and escalator sector. The government is leading adoption of the PWM through public sector procurement of lift maintenance services.
Contracts for Government Procuring Entities (GPEs) require lift maintenance contractors to be listed as PWM firms under the ME09 Workhead of the Contractor Registration System (CRS) with effect from 1 May 2019. PWM firms will be identified as such in the BCA Directory.
Who can apply
Firms who have mapped their Singapore resident (Singapore citizens / permanent residents) lift maintenance personnel to the relevant PWM wage levels, based on their competencies or job roles, can apply.
Subsequently, to maintain status as a PWM firm under the ME09 Workhead, firms must:
- Progressively adjust the wages of their lift maintenance personnel to meet higher basic wage thresholds, until it eventually meets the full wage levels under the PWM framework.
- Train and build up the capability and competency level of their lift maintenance personnel.
