BCA has introduced the Built Environment Technology and Capability (BETC) grant to support BE firms in the next phase of industry transformation. The BETC grant encourages firms to develop new capabilities in enterprise, technology and manpower and strive for longer-term and more holistic transformation.
The BETC is open for application from 1 Apr 2025 until 31 March 2030.
Eligibility
The BETC grant is open to all BE firms including developers, main builders, sub-contractors, consultants, prefabricators, and suppliers. Eligible firms must meet the following eligibility criteria:
- Be a business entity registered and operating in Singapore;
- Be a business related to the Built Environment (BE) sector; and
- Be financially capable to start and complete the proposed initiative(s)
Scope
The BETC grant will support BE firms in developing capabilities across three key areas:
- Developing new enterprise capabilities, e.g. lean construction and collaborative contracting;
- Increasing adoption of advanced technologies, e.g. digital solutions, robotics and automation; and
- Building manpower capabilities strategically, e.g. innovative sourcing method for higher skilled workers, job and process redesign and specialised training.
Applicants will need to demonstrate how they plan to implement and sustain the new capability building beyond just an individual project, drive continuous improvement and facilitate knowledge transfer for subsequent projects. They would also need to outline how the new capabilities they aim to develop align with their company's longer-term goals. The capabilities and transformation outcomes should surpass relevant current industry standards.
Funding Support
The BETC grant supports qualifying costs, such as equipment, software, materials, consultancy and professional services. The funding support for each application will be evaluated by BCA, based on the expected transformation outcomes relative to relevant current industry standards, level of innovation and investment costs of the proposed initiatives.
For applications submitted from 1 Apr 2025 to 31 Mar 2027, the funding support will be as follow:
- SMEs[1]: Up to 70% of the qualifying cost
- Non-SMEs: Up to 50% of the qualifying cost
For applications submitted from 1 Apr 2027 to 31 Mar 2030, the funding support will be as follow:
- SMEs: Up to 50% of the qualifying cost
- Non-SMEs: Up to 30% of the qualifying cost
[1] Company has a group annual sales turnover not exceeding S$100 million OR group employment size not exceeding 200 employees.
Project Outcomes
The project outcomes for firms include achieving:
- Productivity improvement;
- Increase in skilled workers[2];
- Increase in local employees with higher wages[3];and/or
- Increase in upskilled PMETs[4].
[2] Refers to workers who have successfully completed the specific new training or have been recruited through innovative methods supported by the BETC.
[3] Refers to monthly wages of S$5,000 and above. The figure is subject to review by BCA.
[4] Refers to Professionals, Managers, Executives and Technicians (PMETs) upskilled through curated specialised courses/in-house training academy supported by the BETC.
Note: The project outcomes will depend on the scope of the initiative(s) for which funding is sought. Firms must meet at least one out of four project outcomes. Firms may be required to meet more than one outcome based on the proposed initiative(s) in their grant application.
Application
Log in to the Business Grants Portal (BGP) with your Corppass to apply for the BETC grant. Sign up for a Corppass account if you do not have one yet, by referring to this guide if needed.
Third party companies are not allowed to apply or manage the grant on behalf of the applicant.
Note:
- The applicant must not have commenced works, made any payments to a third-party, and/or signed contractual agreement with a third party for the proposed initiative(s) before the application.
- The submission of an application does not automatically entitle the applicant to funding. All applications will be subject to evaluation and approval. Applicants may be required to submit additional supporting documents to facilitate evaluation of the application.
