Legal Responsibilities of Ride Operators and Ride Managers

Regulations 16 to 21 in the Amusement Rides Safety Act define the following statutory duties and liabilities for stakeholders responsible for the safety of rides.

 Position  Legal responsibility
 Person responsible (Holder of an operating permit)  
  • Has the charge, management or control of the ride
  • Overall responsible for all matters concerning ride safety
 Qualified Person or QP (Appointed by the applicant of the permit or the holder of the permit)  Carry out specific technical duties, such as certifying technical compliance with design codes, supervising ride installation or modification, and conducting annual inspections to certify that the ride is safe for operation, for the purpose of BCA to issue the Operating Permit
 Ride manager (Employed by the holder of an operating permit)  
  • Manage and oversee daily operations, and routine maintenance of the ride
  • Has to possess prescribed technical qualifications and experience
