Regulations for Fixed Installations (Lifts, Escalators and Mechanised Car Parking Systems)
Overview
From 1 Oct 2025, the Building Control (Fixed Installations) Regulations 2025 (BC (FI) Regs), the Building Control (Reportable Matters) Regulations 2025 (BC (RM) Regs) and the Building Control (Exempt Fixed Installations and Fixed Installation Works) Order 2025 (BC (Exempt FI) Order) will replace the Building Maintenance and Strata Management (Lift, Escalator and Building Maintenance) Regulations 2016 (LEBM Regs). These new regulations will govern legislative requirements for lifts, escalators, and mechanised car parking systems (MCPS), collectively defined as fixed installations (FIs).
The LEBM Regs, which currently regulate the maintenance and operation of lifts and escalators, will be repealed upon the commencement of the BC (FI) Regs, BC (RM) Regs and BC (Exempt FI) Order.
The BC (FI) Regs, BC (RM) Regs, BC (Exempt FI) Order and the corresponding provisions in the amendments to the Building Control Act will come into effect on 1 Oct 2025.
Major Changes in the New Regulations
In March 2020, the Building Control Act was amended with provisions to enhance the regulation of FIs. The key amendments relating to FIs include:
a) Submissions of FI plans for approval prior to their installation.
b) Registrations of both installation contractors for FI works and the service contractors for maintenance of FIs, as well as progressive wage model (PWM) for lift and escalator maintenance technicians. These came into effect on 9 December 2022 (see circular).
c) Reporting of incidents and potential systemic safety defects in building products.
