Mandatory Energy Improvement (MEI) Regime

Background
The Mandatory Energy Improvement (MEI) regime was introduced through amendments to the Building Control Act on 10 Sep 2024 to support Singapore's move towards a low-carbon built environment. This regime aims to help building owners enhance their energy performance and reduce operational costs, while contributing to our national commitment to achieve net-zero emissions by 2050.  

Applicability
The MEI regime will apply to energy-intensive buildings with a Gross Floor Area (GFA) of 5,000 m² or more. This includes:  
• Commercial buildings (offices, hotels, retail) 
• Healthcare facilities (hospitals, clinics, nursing homes)
• Institutional buildings (educational, civic, community, cultural) 
• Sports and recreation centres  
• Mixed-use buildings  

 

Key requirements
Upon receiving an MEI audit notice, building owners are required to appoint a qualified professional (“specified individual”) within 90 days to conduct an energy audit and develop an Energy Efficiency Improvement Plan (EEIP) with proposed measures to reduce energy consumption. The completed audit report (which includes the EEIP) must be submitted to BCA within 1 year from the issuance of the MEI audit notice. Following the report submission, building owners will have 3 years to implement the are required to implement the proposed measures in their EEIP. Thereafter, building owners are to ensure that the required improvement is maintained for a period of one year (“maintenance period”) and submit a maintenance report within 3 months after the last day of the maintenance period.
