Workforce Training and Upgrading Scheme (WTU)

 

 Please note that WTU Scheme has ceased on 31 Mar 2022, as part of the effort to streamline training grants across the Whole of Government.  Funding applications are no longer acceptable.

The Workforce Training and Upgrading (WTU) Scheme co-funds up to 90% of selected training courses and skills assessments for firms in the built environment sector, with the aim of improving the capability of the workforce.

What are the supportable courses

Up to 90% funding support for Singapore Residents in the following course types:

(a)     Training courses and skills assessments for CoreTrade registration*, Multi-Skilling* and supervisory level

(b)     Selected Professional Managerial Executive and Technical personnel's (PMETs) courses that are directly related to productivity – View list of courses

Note: For courses which are eligible for Skills Development Fund (SDF), participants should tap on the SDF.

*Training courses and skills assessments for CoreTrade and Multi-Skilling are available at BCA Academy and various BCA Approved Training and Testing Centres.

Who can apply

Firms in the built environment sector with local workforce who meet the following criteria may apply for the scheme:

Qualifying Criteria for Type (a) & (b) courses

For Singapore Residents:

  • Achieved at least 75% course attendance rate
  • Sat for the assessments 

How to apply

For funding applications:

  1. Employers must read and agree with the Terms and Conditions of this scheme.
  2. Employers must submit an application to approved Training Providers at least one (1) working day before the start of the course or skill assessment. For Type (a) courses, applications should be made via the One-Stop Skill Upgrading System (One-Stop) and for Type (b) courses, applications should be made via the Workforce Training and Upgrading Online System (WTUS) (website has been permanently closed), before submitting the relevant course / assessment enrolment form.
  3. Applications by employers must be accompanied by the following supporting documents:
    • For Employers of local participants, a photocopy of each participant’s identification cards (front and back).
    • A copy of CoreTrade or Multi-Skilling Acknowledgement Notice, where applicable.
    • To be mailed to BCA (Attention to Finance Department) – A copy of direct credit Giro Form to be duly signed and endorsed. Please note that funding amount can only be credited to your designated bank account via GIRO.

For claim applications:

  1. Claims shall be processed by WTU Administrators after the Training Provider has submitted the relevant documents upon the participants’ completion of the approved courses / assessments and the release of examination / assessment results.
  2. The Training Provider must upload the following supporting documents for WTU Administrators to process the claim application:
    • Course Attendance Sheets to prove 75% attendance rate.
    • Examination or assessment result slips.
    • Tax invoice or official receipt received for payment made to approved Training Providers.

Frequently asked questions

  1. Are foreign personnel eligible for the funding support?
    Funding support for foreign personnel has ceased on 31 May 2020.  Only local personnel are eligible for training fund support if they meet the criteria. Firms must apply for the funding support on behalf of their employees before commencement of the course.

  2. Are Goods and Services Tax (GST) funded under the Workforce Training and Upgrading Scheme?
    GST is not covered under the Scheme. The reimbursement of the training and assessment fees is before GST.

  3. Is there a limit to how many applications I can make for the employees in my company?
    There is no limit to the number of applications that your company can make if your employees are eligible.

  4. Can I apply for funding for other courses which are not recognised as higher qualification training in your list if they also improve productivity?
    No. Only courses approved by BCA and listed on BCA’s website qualify for funding support.

  5. Will we need to submit a claim form?
    No. Your Training Provider will submit the claims on your behalf. Please monitor and ensure that your Training Provider makes the claim application within 1 month after the completion of the approved courses / assessments and the release of examination / assessment results.

  6. How long will it take for the funding to be disbursed after the claim is approved by the WTU administrator?
    After the claim application is approved, it will take about 3 months for the Finance Department to disburse the funding via GIRO.

  7. Is it mandatory to apply for GIRO account?
    Firms that tap on WTU funding more than once are required to apply for GIRO account. This is to streamline the disbursement process and ensure that firms receive their claims within a shorter period of time.

  8. When can we start applying for fund support and make a claim thereafter?
    Your company can make the application at least one (1) working day before the start of the course. Claims will be processed automatically by the WTU administrator once the Training Provider has uploaded the necessary supporting documents, on the condition that all funding criteria are met.
  9. When was Workforce Training and Upgrading (WTU) Scheme ceased?
    The WTU Scheme has ceased on 31 Mar 2022, as part of the effort to streamline training grants across the Whole of Government.  Funding applications submitted after 31 Mar 2022 will not be accepted. For alternative funding schemes, you may wish to check with the respective training providers or SkillsFuture Singapore (SSG) website.
