Application for Temporary Occupation Permit (TOP)

You need a Temporary Occupation Permit (TOP) or Certificate of Statutory Completion (CSC) to occupy a building.

A Certificate of Statutory Completion (CSC) is issued when a development complied with all statutory requirements under the Building Control Act & Regulations and has obtained all necessary clearances from the technical departments (e.g. URA, LTA, NParks, SCDF, PUB, NEA). At times, the development may have outstanding issues with the other technical agencies but has nonetheless fulfilled the requirements / clearances suitable for occupation. In such circumstances, a Temporary Occupation Permit (TOP) may be issued in lieu of CSC.

These include new erection, re-construction and A&A works.

Under this, the Qualified Person (QP) will only need to submit his/her inspection report/checklist for TOP/ CSC application via e-CORENET in lieu of a TOP inspection.

As part of our continuous efforts to improve the current processes, we have made some changes to the previous checklist. Please download the revised checklist Site_Inspection_Checklist_Report for landed house_v2. Please use the revised checklist with immediate effect.
