Permit To Operate (PTO) Lifts and Escalators

Lift and escalator owners, contractors and Specialist Professional Engineers (SPEs) can apply for and view applications for Permit to Operate (PTO) in the Lifts and Escalators Application (LEAP) Portal.

What is LEAP?

LEAP allows owners of lifts and escalators to:

  • Apply for new PTO
  • Renew PTO
  • Update the ownership of lifts/escalators
  • Update the change in Lift and Escalator Service Contractors (LESCs)
  • Pay PTO fee
  • View the details of all lifts/escalators under the owner, including the latest PTO certificate

How to apply for PTO

Steps  Process 
1. Log in to LEAP The owner or owner’s representative will need to log in to the LEAP system using the Singpass (for individuals) or Corppass (for corporate entity).
2. Renew PTO or apply for new PTO

Owner or owner’s representative SPE can commence the renewal of the PTO 3 months before the current expiry date.

Specialist Professional Engineer (SPE) in lift and escalator will be required to initiate a new PTO application process.  

3. Pay PTO fee  Owner or owner’s representative can make payment via the following methods:

•          Debit card

•          Credit card

•          Paynow

•          Bank transfer

GIRO payment can also be selected for renewal applications by the owner.
